How Whole Person Care Changed Stephen and Ling’s Lives
For years, Stephen Waldman and Fong Shian Ling relied on determination, hard work, and a little bit of luck to get by.
Their story began in unexpected places. Stephen spent decades working in the casino industry, beginning in Las Vegas before moving to the Santa Ynez Valley in 1995, where he eventually became an Operations Manager at Chumash Casino overseeing schedules for 1,700 employees.
Ling, who moved from China to the United States, loved playing poker. The two eventually met through a friend and married, building a life together in the Valley. Although they later divorced after 25 years, they continued living together because it was the only way they could afford to remain in the community they loved.
Then life changed.
After several heart attacks, 74-year-old Stephen was no longer able to work. When Ling struggled to afford her medications, her doctor connected her with People Helping People, where she received help accessing healthcare and food resources.
But one challenge remained: housing.
The couple was living in a motel in Buellton, paying $1,200 each month for a single room.
“We were really afraid of losing our place to live,” Stephen said. “It was very scary, the uncertainty.”
Through PHP’s whole-person approach to care, the couple received support navigating the complicated housing process, completing paperwork, and securing assistance with their housing deposit. When an affordable apartment became available at Polo Village, they applied.
And then came the news they had been hoping for.
Stephen and Ling were selected for a two-bedroom apartment with mountain views, a patio, and a monthly cost $400 less than what they had been paying for their motel room.
For Ling, the timing felt especially meaningful.
They moved into their new home on her birthday.
PHP staff celebrated the moment with a birthday cake, while community supporters helped transform the apartment into a home with furniture, cookware, towels, and everyday essentials.
“For this senior couple, this is a godsend,” Ling said. “PHP is the best. I’d like to stay here forever.”
Their story is a reminder that stability is often built through many layers of support. Healthcare, food access, housing assistance, and compassionate guidance all work together to help people move from simply surviving to feeling secure.
